It's been held up by negotiations with Apple

Is Facebook finally ready to launch both its “Project Spartan” HTML5 mobile platform and long-awaited iPad app? According to TechCrunch, the platform and the app have been completed and could launch early next week.

Last week, TechCrunch’s Alexia Tsotsis found and posted several screenshots of what was believed to be the Spartan platform running on an iPhone. Apparently, Spartan had been ready for several months, but Facebook was waiting for its iPad app to be ready for launch so it could release the two together.

That iPad app was also completed some time ago, but has been “hostage of a tense negotiation between Facebook and Apple executives” over the further integration of Facebook into iOS 5, the New York Times said earlier this week.

According to sources at both companies, Facebook is planning to release its iPad next week, whether Apple is ready or not. Mashable originally reported that the app will launch at Apple’s iPhone event on Tuesday (possibly so that Apple can use Facebook’s new products to show off some of iOS 5’s new HTML5 features), while TechCrunch heard that Facebook is planning to launch the app at a separate iPad/Spartan event on Monday—although that could just be a fallback plan in case things don’t work out with the Apple.

Between the iPhone 5, iOS 5, Project Spartan, and Facebook iPad app launches, next week is setting up to be a tech blogger’s dream.
